Andrew is an accomplished econometrician and statistician, and project leader with outstanding knowledge of data sources across a range of social and economic fields. He is highly competent in data management, analysis and interpretation, applying appropriate statistical and analytical techniques. Prior to joining WECD in 2016, Andrew worked as a Government statistician in the Government Statistical Service (DBT, DfE and DfT) for 20 years. In Government, Andrew led teams that managed extremely complex data structures. He managed the Longitudinal Study of Young People in England for DfE – one of the most complex Government surveys ever, combining data on young people, their parents and wider households along with administrative data. Andrew also designed and managed the analytical approach to the Longitudinal Small Business Survey, another exercise that required cleaning and combining data sources and then linking survey data to administrative data on businesses from IDBR. At WECD, Andrew has led sound and systematic research and robust quantitative analyses (including experimental designs) ensuring that all our work is reliable and defensible to peers and stakeholders. He has a strong grasp of ethical principles and oversees and guides our teams to apply these consistently in all our work, ensuring and conveying integrity and responsibility. Andrew regularly gives presentations to a variety of audiences including at international level on maximising benefits from the use of Government administrative data.
